That's absolutely an interesting case. I have been thinking about it and testing few issues on my test environment.
I believe that the system alone would never get this well handled. I have been thinking whether you have the open reels (which you break up into meters and sell to customers) separated from the complete ones. I may suggest the following work around solution;
Separate those open reels from the complete ones physically in your warehouse. Create two items on Dynamics GP with the following criteria;
- Item (Cable-A); For the open ones, define an item with the following unit of measurement.

- Item (Cable-B); For the complete ones, define an item with the following unit of measurement.

The process is illustrated below in details;
Since these two items are actually (one) item in the warehouse, you may consider to have them categorized under the same Class for reporting purposes. This will provide you with the following advantages;
- More control over your inventory stock of cable in both reels and meters.
- More control over your sales transactions
Finally, I would like to mention that the best case scenario apparently is to create one item on Dynamics GP with on unit of measurement schedule (1 Reel = 100 Meter). Unless you have procedures control on your physical stock, you will not be able to have a precise stock quantity of complete and open reels in your warehouse.
